Summary:  Prohibits the use of federal funds for certain expenditures.

"Funds from federal sources ... may not be used ... purchase of uniforms, prizes, badges of merit, pennants, or other insignia used in connection with Extension work." (Administrative Handbook)

Agents may not be reimbursed for the purchase of ribbons or other prizes used in connection with the 4-H program.
