Sales Tax, FOIA Groups File for 2026 Ballot
Sponsors of two ballot issues that fell short of signature requirements for November's ballot have their eyes set on 2026.
Arkansas Attorney General Tim Griffin on July 18 certified the wording of a proposed constitutional amendment and a proposed state law, which means sponsors can start collecting voter signatures.

Robert Steinbuch submitted the proposal. - An act to create a sales and use tax exemption, effective January 1, 2027, for feminine
hygiene products and diapers for children and adults, including disposable diapers.
The act defines “feminine hygiene products” as tampons, panty liners, menstrual cups,
sanitary napkins, and other similar tangible personal property designed for feminine
hygiene in connection with the human menstrual cycle. The act defines a “diaper” as
an absorbent garment worn by humans who are incapable of, or have difficulty, controlling
their bladder or bowel movements.
David Couch of Little Rock submitted the proposal.
The proposed state law to remove sales tax on period products and diapers had a shorter name for the 2024 ballot, and a shorter name submitted to the Attorney General's Office for the 2026 ballot. However, the opinion prepared by Senior Assistant Attorney General Kelly Summerside substituted the more descriptive title.
